The Sabah State Government and Huawei Technologies (Malaysia) Sdn Bhd (Huawei Malaysia) will work together on digital transformation programmes and projects to boost economic growth and improve citizens’ experience in Malaysia’s second largest state.
As a leading global ICT solutions provider, Huawei will provide its technological expertise and consultation in supporting Sabah’s development of digital talent and skill sets, data centres, digital infrastructure as well as rural connectivity implementation. This was provided for under a Memorandum of Understanding (MoU) that was inked recently with the Sabah State Government in Shenzhen, China.
Huawei Malaysia will be looking to design and coordinate training programmes tailored towards cultivating talents that are equipped with capabilities that include Artificial Intelligence (AI), big data analysis, and smart city implementation.
The collaboration will also include Huawei Malaysia providing consultancy and advisory services to accelerate digital transformation and innovation endeavours.
Speaking on the partnership, Sabah Chief Minister Datuk Seri Panglima Haji Hajiji bin Haji Noor said, “This partnership with Huawei Malaysia will empower our state and its citizens to reap the benefits of technological innovation, fostering economic growth and improved public services.”
Datuk Seri Panglima Haji Hajiji bin Haji Noor added, “I am happy to note that under the MoU, Huawei Malaysia will provide consultancy and advisory services in agriculture, smart manufacturing under Industry 4.0, tourism, smart city planning, e-commerce, digital infrastructure, inclusive connectivity and digital government. This will greatly assist in achieving our aspirations of digitising the state government.”

The MoU was signed at Huawei’s headquarters in Shenzhen, China, during a recent official visit by a delegation of Sabah State Government leaders. State Public Service Director-General Datuk Zainuddin Aman signed the MoU on behalf of the Sabah State Government while Mr Simon Sun, Chief Executive Officer of Huawei Malaysia, was the signatory for Huawei.
Also present were State Industrial Development and Entrepreneurship Minister Datuk Phoong Jin Zhe, Sabah State Secretary Datuk Seri Panglima Sr Safar Untong, Huawei Board Director and President of Huawei Digital Power, Mr Hou Jinlong and Huawei President of Global Public Sector, Mr Xia Zun.
Prior to the signing ceremony, Mr Simon Sun accompanied the Sabah Chief Minister and his delegation on a tour of Huawei’s Headquarters including the Huawei Enterprise Business Von Neumann Exhibition Hall which features smart city operations, low carbon green solutions and all scenario intelligent solutions, including that for education, transportation, healthcare, mining and manufacturing.
This was followed by a high-level meeting between the Sabah Chief Minister and his delegation and Huawei executives including Huawei Board Director and President of Huawei Digital Power, Mr Hou Jinlong and Huawei President of Global Public Sector, Mr Xia Zun.
Mr Hou Jinlong emphasised the significance of intelligence and low carbon in the coming decades and applauded the Sabah State Government for having the foresight of putting efforts in place to accelerate the State’s digital economy.
