In a landmark step towards modernising Malaysia’s public sector, the National Institute of Public Administration (INTAN) has signed a Memorandum of Understanding (MoU) with Huawei Malaysia, forming a strategic alliance to accelerate digital transformation and cultivate a future-ready civil service.
The collaboration is rooted in a shared vision: to strengthen digital leadership, equip civil servants with critical ICT skills, and enhance citizen-centric service delivery through the adoption of cutting-edge technology. By bridging the gap between policy and innovation, this initiative aligns with Malaysia’s ambition to become a high-tech nation by 2030.
Under this MoU, INTAN and Huawei will roll out multiple high-impact programmes, including the Digital Leadership Excellence (DLE) Programme, Seeds for the Future, and the Huawei ICT Academy. These initiatives aim to foster knowledge sharing, build technological resilience, and empower public sector leaders to make data-driven, people-first decisions.
“Our collaboration with Huawei demonstrates INTAN’s commitment to embracing emerging technologies and advancing meaningful transformation within the public sector,” said Datuk Dr Mohd Zabri bin Yusoff, Director of INTAN.
Huawei Malaysia, a longstanding advocate for digital education, will contribute technical expertise, talent development support, and innovation resources. In turn, INTAN will provide policy guidance, training infrastructure, and government outreach, ensuring widespread adoption and sustainable impact.
The partnership also opens doors to cross-sector innovation, with civil servants actively participating in Huawei’s talent programmes and even serving on judging panels for Huawei-led initiatives like Seeds for the Future and the Huawei ICT Competition. These platforms will spotlight local digital talents and encourage the development of real-world solutions for public service challenges.
