Confirmation Letter From These 10 Ministries Or Agencies Used In Road Blockade – PDRM

Since there is a more serious commencement of the Movement Control Order 3.0 (MCO 3.0) in Malaysia nowadays, there has been better enforcement of the road blockade all over the country so that there would be no more ignorant people could violate the rules and also regulations that have been set up during this MCO 3.0 as their will.

Recently, PDRM has informed that from 8 June 2021, only confirmation letters from certain ministries or agencies will be used as evidence that allows the employees to move from home to work for sectors allowed to operate.

The Ministries Or Agencies Responsible Are:

  1. Ministry of International Trade and Industry (MITI) for the manufacturing and related services sectors.

  2. Ministry of Transport Malaysia (MOT) for the public transport and essential goods sector.

  3. Ministry of Agriculture and Food Industry (MAFI) for the agriculture/fisheries/livestock/plantation and commodities sectors. MAFI will only issue a confirmation letter to smallholders for those who have a license under the Companies Commission of Malaysia (SSM), a confirmation letter will be issued by MITI (Covid-19 Intelligent Management System (CIMS 3.0).

  4. Ministry of Plantation Industries and Commodities (MPIC) for the plantation sector and the production of commodities such as oil palm/rubber or the like. For Malaysian Rubber Board (MRB) permit and license holders such as smallholders, estates, nurseries, rubber traders, traders, and rubber manufacturers can use the confirmation letter issued by MPIC or MRB. For manufacturers of rubber products such as gloves, a letter of confirmation will be issued by MITI (CIMS 3.0).

  5. Bank Negara Malaysia BNM for the financial institutions and insurance sector.

  6. Securities Commission (SC) related to the Stock trading sector.

  7. Local Authority (PBT) for the small trader/food stall hawker/food truck sector. Issuance of business license for strata management, solid waste, and sanitation confirmation letter will be issued by MITI (CIMS 3.0).

  8. Ministry of Communications and Multimedia (KKMM) for telecommunication/media/postal/courier and broadcasting services.

  9. Ministry of Home Affairs (KDN) all confirmation letters issued by agencies under the KDN such as the Malaysian Immigration Department, National Registration Department, Malaysian Volunteer Department, and others will be adopted for movement permission.

  10. PDRM will issue movement permits for those who are eligible under cross-border rules, namely death pilgrimage, emergency, and self-employment.

For employees in sectors that are not allowed to operate but need to go to work for specific purposes such as preparation of documents/invoices for payment of salary and so on. Permission by PDRM will be given on a one-off basis for a period of 2-3 days only. A letter of confirmation from the employer must be submitted as proof.

In addition, for the operation of a law firm with a staff of 20%, a letter will be issued by the Legal Affairs Division (BHEUU) of the Prime Minister’s Department (JPM) through MITI (CIMS 3.0). For legal practitioners, who need to appear in court to represent a client in new cases (remand of section 117 of the criminal procedure code) must show a printed document or a letter of the law firm in the SJR.
